An audit by the Court of Audit, conducted at Sirețel Town Hall for the 2021–2025 period, identified 29 instances of financial and administrative irregularities. The report shows that fines totaling more than 233,000 lei were converted into community service and removed from the accounting records without Local Council approval and without supporting documents.
The cases include two local councilors, about whom the town hall claimed before the court that they had no assets, salaries, or bank accounts, although they received allowances. They had fines of 8,000 and 10,000 lei. One of the councilors had previously converted a 4,000-lei fine into 50 hours of community service.
Auditors found that some removals from the records were made on non-working days, and that the town hall had no regulations governing community service. In 50 cases, the courts rejected requests to convert the fines because the debtors had income or assets. The amounts, totaling nearly 300,000 lei, were not subject to forced enforcement, and some became time-barred.
The report also mentions the sale of several cars by a local resident with outstanding debts, the illegal granting of an allowance to the mayor, and the distribution of Christmas packages without approval. The Court of Audit is calling for the recovery of the money and the identification of those who submitted inaccurate information. The town hall has committed to remedying the irregularities by April 20, 2027, but Mayor Gelu Șpaiuc says the auditors did not check all the documents.
