Involuntary roaming can occur when a mobile phone connects to networks in neighboring countries due to a stronger signal or the unavailability of the Romanian operator's signal. Users may incur additional costs, especially at the borders with Serbia and Ukraine, which are not part of the European Economic Area (EEA). ANCOM recommends using the interactive map on Aisemnal.ro to assess the risks of involuntary roaming and to check the signal level. Users who are charged for involuntary roaming are advised to contact their operators for clarifications and to file complaints with ANCOM if the issue is not resolved.
