The State Tax Service of the Republic of Moldova has identified discrepancies in the reporting of drivers in connection with 3.66 million taxi rides worth more than 303 million lei, carried out in the first six months of 2026. The cases are being reviewed individually to determine whether any unpaid tax liabilities exist.
During the period analyzed, more than 7.1 million rides were completed by approximately 8,800 drivers. At the same time, 70 taxi companies recorded discrepancies involving more than 20 drivers between the data of the National Agency for Road Transport and their tax returns.
Finance Minister Victoria Belous convened representatives of companies and industry associations on September 24, asking them to review their declarations and pay any outstanding amounts. In the absence of voluntary correction, the Tax Authority will impose taxes, fines and penalties.
Another 81 companies recorded services imported from Yandex without calculating and paying the corresponding VAT. The platform charges operators a commission of 12% of the value of the rides, which is considered an import of services. Companies must separately declare their income and drivers and pay the applicable taxes.
The government has also launched an in-depth assessment of Yandex’s operations in Moldova, following an investigation indicating revenues of more than 7 million euros in 2024 and a lack of reported income by the local company.
