The former judge of the Constitutional Court, Tudorel Toader, stated on Antena 3 CNN that the Bolojan Government, after the resignation of the PSD ministers, has limited legal competencies, and the adoption of emergency ordinances would still violate the Constitution. Toader emphasized that the withdrawal of the ministers changed the political composition of the Executive, which requires a new vote of confidence in Parliament.
He explained that the difference between reshuffling a minister and the withdrawal of ministers from a party is significant, and the president cannot appoint new ministers without this vote. Toader believes that the interim of the Bolojan Government has reduced legal capacity, which would justify an urgent request for a vote of confidence. Romania is in a major political crisis after the PSD withdrew support for Prime Minister Bolojan, and the social-democrat ministers have submitted their resignations. Nicușor Dan is trying to mediate the crisis through consultations at Cotroceni, without including the opposition parties.
