OUG 38/2026 aims to adapt the legal framework for the rapid realization of some investments in the defense industry. The project was approved by the Senate, but the Chamber of Deputies is the decision-making body.

PSD Deputy Mihai Ghigiu stated that the ordinance was modified in the Senate by the social-democratic parliamentarians, who removed some articles, and criticized PNL, stating that the party voted against its own ordinance, despite having previously supported it in the Senate.
