Although an agreement was reached regarding the reduction of approximately 13,000 jobs in local administration, discussions have stalled on the issue of a 10% reduction in salary expenses in the central sector. Political leaders had divergences, especially in the field of Education, where UDMR opposed the cuts, and the Minister of Defense requested an exemption for military personnel. The Prime Minister announced that Education would be exempted, but PSD voted against the cuts.

Delaying the reform would also lead to the postponement of other measures, such as harsher penalties for non-payment of fines.
