The President of Romania, Nicușor Dan, has sent a notification to the Constitutional Court regarding a law that allows the reorganization of the 'Gheorghe Ionescu-Șișești' Academy of Agricultural and Forestry Sciences, as well as the research and development system in agriculture, forestry, and the food industry, without the lands being registered in the land registry. The President argues that the law introduces a derogation from the standard procedure for updating the inventory of state assets, eliminating the requirement to identify the lands through land books.

The notification emphasizes that the legislative changes affect lands with special status, essential for research and development, and that such a derogation requires adoption by a specific majority, according to the Constitution. The law, which was sent for promulgation on June 22, 2020, allows the reorganization of research and development units without the existence of land books, which, in the President's opinion, contravenes the protection of public property and national interests. It is considered unconstitutional in its entirety, given the incorrect qualification as an ordinary law.
