Dumitru Chisăliță, the president of the Intelligent Energy Association, emphasizes in an analysis that Romania has efficient energy capacities, but consumers pay high bills due to dysfunctions in the system. Between 25% and 45% of the bill's value is generated by inefficiencies and administrative costs, not by the actual price of energy. Chisăliță criticizes the interventions of the authorities in 2022, such as price caps and legislative changes, which have led to instability and a lack of predictability. The expert warns that the current model favors groups that profit from the chaos of the market, and without clear reforms, Romania risks remaining in a system that produces cheap energy but charges the population high prices. Structural problems, such as delayed investments and excessive bureaucracy, contribute to maintaining high costs.
