A few days before the parliamentary debates, interim Defense Minister Radu Miruță announced that USR would go into opposition and would not vote for the Government proposed by designated Prime Minister Luca Niculescu, whom he described as “a government of shame.” He argued that several proposed PSD ministers had “major legal and moral problems” and warned that USR would monitor the Executive’s decisions, rejecting a return to “connections” and deals made “behind closed doors.” Miruță specifically pointed to Marian Neacșu, proposed as deputy prime minister and Interior Minister, noting that he had been finally convicted ten years ago for a conflict of interest (subsequently rehabilitated), and criticized the PNL’s decision to vote for the new government.
Meanwhile, USR’s Political Committee unanimously decided that the party’s parliamentarians would vote against the investiture of Luca Niculescu’s cabinet, justifying the position by the presence of ministers designated by PSD and the refusal of a majority supported by AUR. This confrontation is taking place against the backdrop of a political crisis triggered on April 20, following PSD’s withdrawal of support for the Ilie Bolojan Government, which was dismissed on May 5, followed by the failure of successive nominations before Luca Niculescu was designated on October 5.
