Radu Marinescu, nominated by the Social Democratic Party (PSD) for a new term at the Ministry of Justice in the government led by designated Prime Minister Luca Niculescu, says reforms in the field have stagnated since his departure from the ministry. He says he will begin implementing the governing program on the very first day if he is approved for the position.
Marinescu says he worked very well with Luca Niculescu as part of efforts to secure Romania’s accession to the OECD. In 2025, the Ministry of Justice reportedly contributed to obtaining essential opinions in the areas of anti-corruption and integrity.
The Justice program includes 79 measures. These include establishing the National Agency for Victim Protection, reorganizing the Ministry of Justice and some institutions under its authority, using artificial intelligence to accelerate procedures, and developing alternative justice.
The list also calls for adopting national strategies on anti-corruption and the rehabilitation of individuals, reforming the judicial map, implementing the recommendations in the Rule of Law report, making institutional funding more efficient, and strengthening the legal professions. Another priority is reducing the staffing deficit in the judicial system.
The minister-designate says the reform must be carried out in cooperation with the judiciary, not against it. Marinescu warned that demagoguery can conceal intentions to subordinate the judiciary and argued for the need for an independent, efficient, swift, predictable, and fair justice system.
