PSD proposes to parliamentary parties, trade unions, employers' associations, local administrations, and civil society an Agreement with 10 national priorities, a government with a mandate of 24 months, judged not by its political formula, but by the fulfillment of the ten priorities.
PSD voted at the National Political Council in Sinaia on a resolution entitled THE AGREEMENT OF THE TEN NATIONAL PRIORITIES, a document open to parliamentary parties, trade unions, employers' associations, local administrations, and civil society.
The signatories propose a government with a mandate of 24 months, judged not by its political formula, but by the fulfillment of the ten priorities. The signature is not a blank check. Any measure must indicate where the money comes from, who benefits, who bears the cost, which institution is responsible, and what the risk of failure is. A priority cannot be changed discreetly, through an ordinance or bilateral negotiation, but only through public argument and the agreement of the signatories. On all other issues, the parties also maintain their positions, identity, and right to compete.
The ten priorities
1. Restoration of the energy system and resource valorization
2. National security, defense, and related industry
3. Reindustrialization, productive capital, and financing for development
4. Correct collection, combating fraud, and budgetary discipline
5. State reform and functioning public services
6. Work, income, social cohesion, and demographics
7. Education, health, skills, and research
8. Agriculture, food, irrigation, and rural development
9. Infrastructure and strategic investments
10. A European and Euro-Atlantic Romania
Adherence formula
Parties, parliamentary groups, and parliamentarians who fully accept the ten priorities, the rules of integrity, and public evaluation can adhere. Trade unions, employers' associations, local administrations, and civic organizations can enter the dialogue and monitoring mechanism. Adherence does not purchase the right to appoint ministers and does not guarantee budget allocations. Functions and resources follow constitutional procedures and a publicly assumed political negotiation, as stipulated in the resolution approved by the National Political Council of the Social Democratic Party - PSD.
