Minister of Internal Affairs Cătălin Predoiu called for urgent logistical resources and adapted legislation to counter hybrid threats during the NATO Hybrid Symposium 2026, held in Bucharest on October 15 and 16. The event was organized in Romania for the first time and brought together experts and representatives of allied and partner states.
Predoiu warned that hybrid threats are increasing in intensity and frequency and stressed that the structures of the Ministry of Internal Affairs, including DGPI, the Border Police, the Romanian Police and DSU/IGSU, are acting together with institutions in the national defense, public order and national security system.
The minister said the Government must quickly provide the necessary equipment and resources, while Parliament must create a legislative framework adapted to new risks. In his view, without military and civil defense, national security and public order, economic and social activities cannot proceed normally.
Alongside NATO officials and representatives of the European Union, participants discussed solutions for protecting democratic institutions, critical infrastructure and citizens. Predoiu reaffirmed the importance of cooperation within NATO and of the Strategic Partnership with the United States in strengthening Romania’s resilience.
