The President of Romania, Nicușor Dan, promulgated on Thursday the Law for amending and completing the Law on electricity and natural gas no. 123/2012, known as the Prosumer Law. This law allows prosumers, meaning individuals or entities that produce electricity from renewable sources, to quantitatively compensate the energy supplied to the grid with the energy consumed.
Prosumers with power plants of up to 200 kW can sell surplus energy to suppliers, while those with a capacity of up to 400 kW can sell to both suppliers and connected consumers. The law stipulates obligations for suppliers, including the realization of a quantitative compensation and the issuance of invoices for the energy supplied.
The law was initiated in 2023 and went through a re-examination process, and in 2025 a constitutionality issue was raised. This regulation aims to support the use of renewable energy and the active involvement of consumers in energy production.
