Official sources indicate that Romania is seriously considering the possibility that Russia may have contaminated Azerbaijani oil delivered to OMV Petrom's refinery through a hybrid warfare operation. The contamination, possibly carried out by injecting chlorine into the transportation pipeline, could cause severe damage to the refinery and a fuel shortage in the country. The energy ministry declared a state of emergency and authorized the use of emergency stocks of oil and diesel. The contamination has also reached Italy, where it was detected by ENI.
