The President of Ukraine, Volodymyr Zelensky, stated that his country will continue to respond to Russian attacks, considering the drone attack on a refinery in Moscow to be "fully justified". He explained that the operation was a retaliation for the bombing of the Lavra Pechersk complex in Kyiv, a UNESCO site. Zelensky warned Russia that it will face the consequences of continuing the conflict, emphasizing that Ukraine does not want war but will react to aggression.


He also criticized Moscow's air defense systems, which failed to stop the attack. Zelensky called for an intensification of economic sanctions against Russia, especially in the energy sector. Meanwhile, Bulgaria opposed EU sanctions against Patriarch Kirill and the Lukoil company, arguing that they could have negative effects on member states.
