Zelensky emphasized that this attack was a deliberate act, noting that the Russian army took advantage of the American proposal to suspend strikes, not to support diplomacy, but to accumulate missiles and wait for extreme weather conditions in Ukraine.
Although Russia and Ukraine declared last week that they had ceased attacks on energy infrastructure, they did not agree on the duration of the ceasefire. The next round of trilateral negotiations with Russian and American officials will begin on Wednesday in Abu Dhabi, with the Russian delegation led by Admiral Igor Kostiukov.
