Volodymyr Zelensky stated that Ukraine has three possible sources of funding for the purchase of Tomahawk missiles, during a briefing with Kaja Kallas, the High Representative of the EU. These sources include the NATO PURL program, which allows for the purchase of weapons from the USA, a direct Mega Deal with the United States, and the use of funds from frozen Russian assets. Zelensky emphasized that it is premature to discuss the quantities or delivery timelines.
