The White House is considering inviting Ukrainian President Zelenski, but has not confirmed his presence. Zelenski has warned that ceding territory to Russia would lead to a new invasion. NATO leaders emphasize that Ukraine must be involved in negotiations and Europe demands a ceasefire before any ceding of territory. European officials want Ukraine's future to be decided in cooperation with Kiev, rejecting Putin's proposals to cede territory.
