The Trump administration has proposed an agreement to Palau to accept "third-country nationals" seeking protection, but President Surangel Whipps Jr. is consulting the local council before making a decision. Palau, financially dependent on the US and with a population of 18,000, is not a signatory to the UN Refugee Convention, and the details of the agreement, including the types of migrants targeted, remain unclear. The agreement would have to respect local laws and constitution.
