Guterres called for mobilizing funds and technologies to turn the continent's natural wealth into benefits for its people. He stressed the need to avoid debt constraining development and called for greater lending capacity from multilateral banks. Japan, the conference host, wants to present itself as an alternative to China's influence in Africa.
