Ukraine insists on the simultaneous acceptance of two agreements: security guarantees to prevent Russian aggression and an $800 billion reconstruction plan.

Trump suggested that Zelensky is the obstacle to peace, while Ukrainian officials emphasize that without security, there can be no agreement.
