White House envoy Steve Witkoff is traveling to Oslo on Tuesday for talks with Ukrainian President Volodymyr Zelenskyy and European leaders, as part of the Trump administration’s efforts to develop a peace proposal for Russia, a U.S. official said. The meetings will bring together Ukraine, the United States, European allies, and officials from the European Union and NATO.
Norwegian Prime Minister Jonas Gahr Store and representatives of the E4 group, comprising the United Kingdom, France, Germany, and Poland, are expected to attend the talks. Jared Kushner, adviser to President Donald Trump, will participate virtually after falling ill with the flu.
The U.S. official said that, after his visit to Oslo, Witkoff intends to travel to Russia, where he hopes to meet with President Vladimir Putin and present the ideas agreed upon with Ukraine and its European partners. The proposals were prepared over the past week following discussions held, among other places, at Witkoff’s club in the Miami area.
The plan pursues two objectives: ensuring a sovereign and secure future for Ukraine through security guarantees, European integration, and economic support, as well as establishing the conditions for lasting peace. The document is expected to address ending the war, a new security architecture between Russia and Europe, and postwar economic cooperation.
The visit could also include efforts to secure the release of Stephen Hubbard, a retired American professor whom authorities in Washington say is being wrongfully detained in Russia.
