The Peace Council, initiated by American President Donald Trump, is considering the creation of a 'humanitarian zone' in southern Gaza, where tens of thousands of Palestinians could be received. This zone, located near the city of Rafah, would be administered by the National Committee for the Administration of Gaza (NCAG), which faces access restrictions from Israel.

The humanitarian project would be secured by the International Stabilization Force (ISF), which will filter unarmed civilians authorized to enter the zone. Although the ISF will not have contact with the civilian population, its mission will be to prevent the entry of combatants.

The ceasefire plan from October 2025 is at an impasse, and Israel currently controls 60% of Palestinian territory. The participation of several countries, including Morocco, Kosovo, Albania, and Kazakhstan, is expected for the implementation of this humanitarian project.
