The Director of the U.S. National Intelligence Service, Tulsi Gabbard, announced the declassification of documents that demonstrate the long-term funding by the U.S. government of over 120 biological laboratories in more than 30 countries, including Ukraine. These laboratories conduct research on dangerous pathogens, and some of them are exposed to risks due to the conflict between Russia and Ukraine. Gabbard emphasized that many of these laboratories have conducted risky "gain-of-function" research with low transparency. She also mentioned that President Trump signed an executive order to stop funding for this research. In 2023, the U.S. State Department accused Russia of disinformation regarding biological weapons in the context of the invasion of Ukraine. Gabbard promised that ODNI would collaborate with government partners to identify the laboratories and put an end to dangerous research.
