The Democratic Party in the United States is preparing a new $15 billion security assistance package for Ukraine, following the victory achieved in the midterm elections for Congress. The plan could be advanced before the inauguration of the new Congress, scheduled for January 2027, the Financial Times reports, citing Democratic associates.

Among the main priorities are support for Ukraine’s energy sector, affected by Russian attacks, as well as strengthening Kyiv’s defense capabilities. Lawmakers intend to use the annual defense policy bill, known by the acronym NDAA, to include support measures for Ukraine before the current Congress’s term ends.

The package could include additional sanctions against Russia, intelligence assistance, interception systems, and support for Starlink and Starshield communications services. Democrats also want to amend the bill on sanctions against Russia associated with Senator Lindsey Graham.

Another announced direction is the introduction of stricter oversight of the Starlink network, operated by Elon Musk’s company and used by the Ukrainian military. Lawmakers also want to examine the potential business interests of U.S. presidential envoys Steve Witkoff and Jared Kushner.

Context: Ukraine was counting on a favorable result for Democrats in Congress, while European funding focused on defense

Earlier, Ukrainian President Volodymyr Zelenskyy said that a victory for the Democratic Party in the U.S. midterm elections could bring more substantial support for Ukraine, while also noting that Democrats had spoken more clearly in favor of military and financial assistance. He also spoke about the role of SpaceX’s Starlink and Starshield services, mentioning that they had resumed operating at pre-restriction levels.

Meanwhile, the European Union advanced defense funding proposals and approvals: the Commission proposed that Ukraine be able to use up to 45 billion euros in 2027 from the existing European loan, with a larger share allocated to defense, and approved a 6.1 billion-euro tranche, of which 3.2 billion euros would be used to purchase Patriot interceptors.
