The United Kingdom intends to unlock £2.5 billion for humanitarian causes in Ukraine, money derived from Russian oligarch Roman Abramovich, obtained from the sale of Chelsea FC. Prime Minister Keir Starmer announced that the funds will be directed towards a new foundation for Ukraine, and Abramovich risks legal action if he does not cooperate. Although he sold Chelsea under pressure from the British government, the money has been blocked due to disagreements over its use.

The British government has promised to establish a foundation to manage these funds, led by Mike Penrose, the former head of Unicef UK. In the event that Abramovich does not quickly release the funds, the government is prepared to take him to court. This measure coincides with European discussions regarding the use of frozen Russian assets to support Ukraine.
