The European Parliament condemns the ongoing hybrid attacks by Belarus against Lithuania.

Members of the European Parliament warn that the hybrid attacks by Belarus, including air incursions, cyberattacks, and instrumentalized migration, pose a direct threat to the security of the EU and NATO.


Strasbourg, December 12, 2025 – The European Parliament has firmly condemned Belarus for conducting a coordinated and escalating campaign of hybrid attacks against Lithuania and the European Union, calling for additional sanctions, enhanced air security, and closer cooperation between the EU and NATO.

In the resolution adopted in plenary, the European Parliament states that Belarus is conducting a deliberate campaign of hybrid attacks that includes repeated violations of Lithuanian airspace, cyberattacks, state-sponsored disinformation campaigns, economic coercion, and the use of migration as a tool of political pressure.


Members of the European Parliament emphasize that the number of airspace violations has significantly increased since 2024, generating serious risks for civil aviation, public safety, and the economy. According to the text, there are indications that some aerial devices were launched in a controlled manner, and in one case, explosive materials were identified.


The European Parliament considers that Belarus's actions are part of a broader coordinated strategy by Russia, aimed at undermining the European Union, its member states, and NATO. In this context, members of the European Parliament reaffirm the non-recognition of the legitimacy of Aliaksandr Lukashenka and call for maintaining political and economic pressure on the regime in Minsk.


The resolution expresses full solidarity with Lithuania and supports its right to take proportional defensive measures. Members of the European Parliament condemn Belarus's reprisals following the closure of the Lithuanian border, including the detention of European freight carriers, and call for their release, the return of confiscated goods, and compensation for financial losses.


The Parliament calls on member states of the Council to adopt additional sanctions against Belarusian officials, state and private entities, and individuals involved in the production and use of drones, as well as in other hybrid operations.


Members of the European Parliament also call for enhanced EU-NATO cooperation in the field of airspace security, improving information sharing, and increased investments in counter-drone capabilities and in protecting critical infrastructure on the eastern flank of the EU.


The text supports recent European initiatives, such as the European Drone Defence Initiative and Eastern Flank Watch, and emphasizes the need for deeper cooperation with Ukraine in the field of drone technologies, cybersecurity, and resilience to hybrid threats.


Belarus is repeatedly accused of using migration as a political weapon and of hostile actions against EU member states at the eastern border. The resolution of the European Parliament is part of a series of political reactions aimed at strengthening the security of the Union in the context of the war initiated by Russia against Ukraine.


The resolution is not legally binding but exerts political pressure on the Council and the European Commission to tighten sanctions, strengthen the security of the eastern flank, and deepen EU-NATO cooperation in the face of hybrid threats.
