This comes in the context of increasing fears related to Russia and uncertainties regarding the security commitments of the USA. The President of the European Commission, Ursula von der Leyen, mentioned that the initial scheme of 150 billion euros was extremely sought after, and some member states are now calling for a new version. Under the SAFE scheme, the EU borrowed funds from the market to provide to governments for defense projects, generating significant savings for countries with lower credit ratings. The Commission has received loan requests of approximately 190 billion euros, indicating strong demand for a second scheme. Officials suggest that the development of this instrument could take place next year, highlighting its importance.
