Brussels, November 12, 2025 — The European Commission has launched a public consultation for the evaluation and possible revision of the New Legislative Framework (NLF) and the Regulation on market surveillance, an essential step in preparing for the future European Product Act, scheduled for 2026.
The consultation aims to explore how current rules can be modernized to address the challenges posed by digital, reused, and sold online products, in the context of the green transition and the digital single market. The goal is to simplify compliance for small and medium-sized enterprises (SMEs) and to strengthen consumer confidence in the CE marking, the symbol of product compliance with European standards.
The new legislative framework, introduced in 2008, establishes common rules for the marketing of products in the European Union and defines the responsibilities of manufacturers, importers, and distributors. At the same time, Regulation (EU) 2019/1020 on market surveillance and product compliance provides national authorities with tools to verify product safety and combat counterfeiting.
The public consultation launched by the Commission will collect the views of companies, consumer organizations, and national authorities until February 2026, with the results to be integrated into the legislative proposal for the European Product Act, which will update and harmonize the rules for physical and digital products in the internal market.
