Russia's withdrawal from the European Convention for the Prevention of Torture, signed by Vladimir Putin, blocks access for international inspectors to places of detention. This decision comes in the context of allegations of inhumane treatment of Ukrainian prisoners. Russia cites the refusal of the Council of Europe to ensure its representation in its bodies, continuing to declare that it will combat human rights violations through national legislation.
