Moscow has proposed to Turkey the redemption of the S-400 air defense systems, sold in 2019, due to an insufficient domestic offer and increased international demand. Although Turkey has developed its own defense system, Steel Dome, Turkish officials would have a positive attitude towards Russia's proposal. The S-400 systems are not integrated into NATO and the maintenance costs are a burden for Ankara. The redemption could facilitate negotiations with the US for F-16 aircraft and readmission into the F-35 program.
