The Turkish Foreign Minister, Hakan Fidan, stated that Russia continues to demand the cession of the Donbas region, but has abandoned the requirement for a complete withdrawal of Ukraine from five regions. Moscow is now open to a preliminary agreement for the restitution of 25-30% of Donetsk and the maintenance of contact lines in Zaporizhzhia and Kherson. Although Fidan acknowledges the difficulty for Ukraine to cede territories, he emphasizes the diplomatic progress in the context of the conflict.
