Russia has urged Ukraine to withdraw its troops from annexed regions to accept a comprehensive ceasefire, according to a recent memorandum

Moscow has sent Ukraine a memorandum stipulating the need for a complete withdrawal of Ukrainian troops from the Donetsk, Lugansk, Zaporozhe and Herson regions before a 30-day ceasefire is declared. The document calls for the recognition of these regions as Russian territories, the lifting of economic sanctions, Ukraine's neutrality and limiting the size of its army. Russia also calls for a halt to Western arms deliveries and the dissolution of Ukrainian nationalist formations. These demands have previously been rejected by Kiev.
