In a speech at the Valdai Discussion Club, Putin stated that Russia does not intend to attack NATO states and called on the West to stop the 'hysteria' related to a military conflict. He accused European elites of fueling panic and emphasized the economic and social difficulties that Europe is facing. Putin reiterated that Russia had previously wanted to join NATO but was rejected, accusing the West of geopolitical stereotypes and a lack of real collaboration.
