This session was convened after the party's five-year congress in February, which set the directions for state action. Analyst Hong Min from the Korean Institute for National Unification emphasized that the regime is determined to quickly implement the decisions of the Congress. Kim Jong Un stated that Pyongyang will no longer consider South Koreans as compatriots and labeled Seoul's reconciliation initiatives as "insulting." Additionally, Kim Yo Jong, the dictator's sister, was promoted to the position of department director of the Central Committee. In the next session, the revision of the Constitution will be discussed, which could officially formalize inter-Korean relations as being between "two hostile states."
