<p>KCNA reported that the negligence and inexperience of the captain led to the destruction of sections of the ship, affecting its balance. Kim promised that the officials responsible would be held accountable at an upcoming meeting. The name of the ship was not specified, but last month the Choe Hyon, believed to be capable of carrying tactical nuclear missiles, was unveiled.
