The North Atlantic Treaty Organization is reevaluating its reactive strategy in the context of the escalation of Russia's hybrid war, considering more proactive measures such as cyberattacks and sabotage operations. Admiral Giuseppe Cavo Dragone emphasized the need to be more aggressive in responses to hybrid threats, taking into account recent incidents such as the sabotage of submarine cables and cyberattacks.


Although offensive cyber responses are an option, reprisals for physical sabotage are more complex. The diplomat from the Baltic states warned that a reactive approach could encourage Russia to continue its attacks.

NATO has implemented operations such as Baltic Sentry to protect critical infrastructure. In this context, France is reintroducing voluntary military service, and Sweden is considering acquiring long-range missiles, preparing for a possible confrontation with Russia.
