Putin's advisor, Yuri Ushakov, confirmed a meeting between Ukrainian and Russian special services in Abu Dhabi on November 25, discussing sensitive issues, including prisoner exchange.

Iuri Ușakov, the advisor to the Russian president, announced that on November 25, a meeting took place between representatives of the special services of Ukraine and Russia in Abu Dhabi. Ușakov mentioned that these meetings are periodic and address sensitive topics, such as prisoner exchanges. A new representative from the USA was also present, who met with the Ukrainian delegation led by Kirill Budanov, the head of the Main Intelligence Directorate of Ukraine.

Ușakov specified that the Russian delegation was not led by the director of the Foreign Intelligence Service, Sergei Naryshkin, but by other representatives. On the same day, negotiations also took place between the Russian and American delegations regarding an updated peace plan.
