The Kremlin said on Tuesday that there is no possibility of negotiations with Japan to sign a peace agreement formally ending World War II and addressing the Kuril Islands. The refusal is based on Moscow's perception that the Japanese authorities adopt a hostile attitude towards Russia, complicating any talks on these sensitive issues.
