Greece has made remarkable progress in collecting value-added tax (VAT), according to a report by the Independent Authority for Public Revenue (AADE). Since its establishment in 2017, AADE has implemented an extensive package of reforms that has improved the efficiency of tax administration.
The VAT collection deficit has decreased from 29% in 2017 to 11.4% in 2023, representing a reduction of 61% and the largest improvement among EU member states. In the period 2022-2023, Greece reported a further decrease in the deficit, recording the sixth largest annual decline, in contrast to the general upward trend in the EU. Additionally, Greece is among the four EU member states with the lowest level of VAT collection deficit caused by 'missing trader' fraud. These results reflect the ongoing progress in meeting tax obligations in the country.
