The German Chancellor Friedrich Merz announced that he will propose at the next EU summit a plan for Ukraine to receive loans of 140 billion euros, guaranteed by the assets of the Russian central bank frozen after the invasion in 2022. The loans, interest-free, would be used exclusively for the war effort, and repayment will only occur after Ukraine receives reparations from Russia. Merz acknowledged the legal difficulties but emphasized the need to continue support.
