Context: there had previously been several personnel adjustments and military evaluations at the Pentagon, against the backdrop of tensions in Europe and Iran
Before reports emerged about the departure of a lieutenant general, Defense Secretary Pete Hegseth was involved in a series of measures through which he allegedly blocked or removed promotions for more than 80 generals and admirals, in a context that generated controversy at the Pentagon and discontent in Congress.
At the same time, alongside changes at the top of the leadership, the Pentagon examined the withdrawal of tens of thousands of U.S. troops from Europe, including scenarios involving a reduction of up to 40,000 personnel. General Alexus Grynkewich was expected to present an assessment to the defense secretary by a nearby date, and the analysis was launched after pressure for European allies to assume greater responsibility for defense.
In the area of planning for the conflict in Iran, the chairman of the Joint Chiefs of Staff, General Dan Caine, discussed de-escalation options with advisers after the war had continued for nearly six months, and he warned that a military escalation could have negative consequences.
