The new rules will allow foreign drivers to be penalized for various violations, such as dangerous overtaking or parking, leaving the scene of an accident or breaking a solid line. The country in which the violation occurred will have 11 months to issue a notice, and private entities will be banned from helping EU countries collect traffic fines from foreign drivers.
