Until the new rules came into force, passengers affected by delays, cancellations, or lost baggage had to first submit a complaint to the operator or entity from which they had purchased their ticket. If they did not receive a response within the applicable time limits, they could then refer the matter to the competent national authority in the country where the incident occurred and request assistance from the European Consumer Centre for cross-border disputes.
Separately, at EU level, changes concerning travel costs are also being prepared: from 23 October 2027, airline passengers would be entitled to a cabin bag weighing up to 7 kg, in addition to one personal item, and airlines would have to display, from the time of booking, the ticket price that includes cabin baggage.
