Bulgarian experts and economists are urging the government to consider buying the Lukoil refinery because of fears over a future buyer.

Official reports show interest from firms in Kazakhstan, Azerbaijan, Hungary and Qatar in buying the refinery. Experts have highlighted concerns about the possible takeover of the refinery by groups with Russian-linked interests. Lukoil is considering selling the Burgas refinery as early as 2023.
