The European Court of Human Rights has ruled that Russia must pay damages for the violation of the rights of about 29,000 residents in the separatist regions of Abkhazia and South Ossetia, establishing that the demarcation lines imposed since 2009 are illegal. Although Russia is theoretically responsible for previous human rights violations, it refuses to pay the fines. The ECHR emphasized that most of the harm relates to illegal restrictions on access to housing and education for the victims.
