Denmark, part of a group of 27 states in the Council of Europe, has called for a reinterpretation of the convention to facilitate the expulsion of criminals. The reform also includes measures to intensify repatriations and encourage the voluntary departure of migrants. Foreigners who cannot be expelled will be monitored electronically.
