The treaty adopted by the Council of Europe establishes a legal framework for the responsible use of artificial intelligence systems, covering their entire lifecycle.

The treaty, which is open for signature also to countries outside Europe, was developed over two years by an intergovernmental body bringing together the 46 Council Member States, the European Union and 11 third countries, as well as representatives from the private sector, civil society and academia. It imposes transparency and control requirements tailored to specific contexts and risks, with a view to identifying the content generated by AI systems.
