The initiative of China aims to regulate the rapid development of artificial intelligence (AI) applications intended for the public, imposing strict safety and ethical requirements. The new rules apply to AI products that simulate human traits and emotionally interact with users. Providers will be required to warn users about the risks of excessive use and to intervene in cases of addiction.


They must also ensure safety responsibilities throughout the entire life cycle of the products, including algorithm evaluation and personal data protection. The rules also address psychological risks, requiring companies to identify the emotional state of users and to respond to addictive behaviors. The document establishes clear red lines regarding AI-generated content, prohibiting materials that threaten national security or promote violence. Through these measures, Chinese authorities aim to limit the negative effects of human interaction with AI, against the backdrop of the increasing popularity of these technologies.
