According to Eurostat data, in 2023, 1.76 million foreign students accounted for 8.4% of all students in the European Union. Luxembourg is the leader in attracting international students, with 52.3%, followed by Malta (29.6%) and Cyprus (22.3%). Romania is in the middle of the ranking, overtaking countries such as Spain and Italy, but being overtaken by Bulgaria and Hungary. Germany remains the most popular destination, with 423,200 international students, and study trends vary, with the majority choosing master's programs in Romania and several other countries.
